B'game History of Auto Row

Burlingame has been synonymous with car dealerships for as long as anyone can remember.  The marques that have been and continue to be sold here are legendary and the sales taxes the city collects are important contributors to our town's finances.  The total runs about $1.2 million per quarter--the highest of any category.  Even more interesting is the history of how we became known for our Auto Row which you can learn about from an expert this coming Sunday, Feb. 13th at 2pm.  At the Lion's Club hall in Washington Park, the Burlingame Historical Society is presenting its first live meeting in two years.

Society member, classic car enthusiast and long-time Burlingame Auto Row salesman Richard Griffith will present Tales from Auto Row. Using many historic images from the Society’s collection, Richard will discuss why one of the first auto rows in California was in Burlingame and how Auto Row has evolved over the last century. With many decades of experience, Richard has tales to tell! This is a presentation car lovers will not want to miss!

Richard's knowledge of all things car-related stems from his involvement with classic Hudsons, BMWs, Porsches and Audis--the later two marques he sold at Rector for, well, we'll let him tell you how long.  He's a trusted advisor on makes, models, values, and trouble-shooting as well as the go-to historical repository of our important local businesses.  I'm expecting some insights into cars that live in The Candy Store, the local Concours d'Elegance, and all of the cool brands that have come and gone here.

The presentation is free to the general public and, of course, the Society realizes there is a football game starting at 3:30 so they promise to finish by 3pm.  Bring your mask.

Nice House: I'm gonna miss this one

I was taken by surprise on my dog walk this week.  I usually go a bit further than Costa Rica Ave., but with the rain and all we cut it short.  I saw the dumpster first and thought it might be a clean up.  But alas, this delightful house got scraped.  I'm gonna miss this one.  Luckily Google Maps still had a street view photo of it, but it will live on here at the Voice much, much longer than on Google..............

 

 

Say Goodbye to an Old Friend

I haven't railed about any home demolitions lately since it doesn't seem to do much good.  My little patch of B'game at least requires a home historical evaluation before the claw arrives.  There is a bit of movement in that direction elsewhere in town as noted here.  And there has been at least one successful move (on Oak Grove).

Long-timers in town will recall the ruckus years ago over a nice old house on Carmelita on a big lot that was going to be demo'ed.  There was enough space on one side of the lot to add a new house and that calmed folks down.  Now a resident in the Easton Addition has passed along this photo of its demise.  Say goodbye to an old friend.

 

220 Park Rd: From Post Office to Class A Space

Wednesday was the official groundbreaking ceremony for the Old Post Office property; now dubbed "220 Park Rd."  About 50-75 people turned out to hear some speeches, tour the historic lobby that is undergoing asbestos removal and watch The Claw take the first bite out of the old garage.  The long saga documented here, here and here is moving into the final chapter.  There seems to be consensus among the cognoscenti that this is the best design B'game could hope for-- it is certainly better than the last proposal.

The lobby will be partially preserved in the sense that it will be modified with three doorways where the large windows are now.  The plan is to pick up the poured concrete structure, turn it slightly and move it 100' towards the Avenew, put it on piers and move it back near the end of the project (projected to be March 2024).  We'll keep an eye out for the date since that will be a bring-your-popcorn event.  There will be underground parking and the Town Square will feature amphitheater-style seating for concerts and the like.  The Daily Journal has some of the details

The ground floor, including a portion of the existing post office, will comprise 15,000 square feet of retail and dining space. Office space above will feature terraces at each level and larger patios on the third and sixth floors. The two-level underground parking garage will have room for 275 cars and be open to the public on weekends and evenings.

Construction of the project will be handled by Sares Regis Group and Dostart Development Company, which will provide $2 million to the city for the town square development, as well as an additional $3.5 million in assorted fees to go toward affordable housing in Burlingame.

"Welcome Carpetbaggers"

I'm not sure there is much more to say about SB9 and SB10 than was said in the May post titled SB 9 and YIMBY Carpetbaggers except to note that Newsom only waited two days post-recall to sign them.  You can also go to the Comical's donation tracker and see that the CALIFORNIA REAL ESTATE POLITICAL ACTION COMMITTEE (CREPAC) - CALIFORNIA ASSOCIATION OF REALTORS was Newsom's seventh largest donor for the recall race at $1.5 million.  Can you say "For Sale By Owner"? 

Design review?  Psshawh.  Street parking?  Nah, everyone will have an e-scooter and take Lyft.  Water?  Don't get me started. The last line of the Daily Post article says "Many cities have organized against SB9, including Palo Alto, Los Altos and San Carlos."  We shall see if any real organized opposition appears.  In the meantime, mark Sept. 16th as the day we said "Goodbye single-family zoning".

 

Saving History One Building at a Time

The city is slowly working its way towards more protections and incentives for preserving local buildings and homes that add to the amazing character of our neighborhoods.  Recently I was talking to a PG&E guy from Menlo Park who came to fix the outage on our street.  He looked up and down the street and was amazed that it was so nice since "they're tearing everything down in Menlo Park".  I said "Yep" and left it at that while feeling sorry for him.  The Draft "Chapter 25.35 - Historic Resources" is winding its way through the process and would represent an upgrade to the existing, limited code just for the central downtown Ave area found on the City website here.

We definitely need this--now more than ever as various local and state-wide forces seek to shred local character with the mistaken idea that it would help "affordability" and would come with no unintended consequences.  Wrong.

The Historic Register has eleven criteria for inclusion and "shall only occur upon request of the property owner" and if officially designated "are eligible for incentives detailed in Section 25.35.080 Preservation Incentives."  Those are the "carrots".  The Planning Commission study session last week focused on the "sticks" as described by the Daily Journal

The Burlingame Planning Commission weighed Monday, June 14, proposals which would punish any homeowner who destroyed a structure identified on the city’s historic registry.  Forcing a property owner to rebuild a replica of the destroyed historic structure or feature then ban any further construction at the site for 20 years was among the repercussions considered. No decision was made at the meeting and the issue will return for more deliberation later.

While the Planning Commission and ultimately the City Council will weigh the sticks, I like to focus on the carrots; like more flexible parking requirements when adding floor space and an extra 25% lot coverage allowance.  In addition, the 1972 Mills Act, named for former state senator James Mills of San Diego who passed away in March, offers the real carrot for regular homeowners looking to save a bit of property tax.  Realty Times notes that it "provides a way whereby owners of designated historic properties may receive significant property tax relief in return for restoring and maintaining their property."  You can click through for some of the details, but the bottom line is it is an incentive that the draft B'game code says "is often a benefit to the community as a whole and the owners of surrounding properties".  We've been in short supply of that kind of thinking lately with the onslaught of ADUs, SB 9, short-term rentals, etc. 

It's-It Goes East

The Chronicle picked up a story about our very own ITS-IT ice cream confection starting to be sold on the East Coast.  Here's their take with the key correction

It’s-It, the San Francisco Burlingame ice cream treat little known outside the Bay Area, is invading the East Coast for the first time.  “A taste of the West Coast is making ITS way to the East Coast,” It’s-It Ice Cream announced in a post on its Facebook page earlier this month. The company likes to spell the name of its most-popular product in all capital letters, as if screaming for ice cream.

Since It’s-Its are just starting their assault on the East Coast, it’s unclear how many enthusiasts will be won over. But judging from the reception on Facebook, former Bay Area residents are clamoring for a frozen taste of the region. Dozens of people — from Alabama, Iowa , North and South Carolina and other states — posted requests to sell It’s-Its in their vicinities.

It’s-Its have been around since 1928, when George Whitney scooped some vanilla ice cream between two freshly baked oatmeal cookies, squished them together and dipped the ice cream sandwich in dark chocolate, It’s-It says on its website.  It’s-Its have developed an enthusiastic group of followers that not only buys the sandwiches in bulk (at factory stores now closed by the coronavirus) but buys merchandise including hoodies, caps, T-shirts and onesies and turns the labels into crafty light-switch plates.

The Economics of EVs and B'game

Dan Neil is the automotive columnist for the Wall Street Journal and one of the funniest writers around.  He also has one of the best jobs on the planet as one after another car manufacturer delivers cool test cars to his house and lets him "drive them like he stole them" for a week.  He makes a compelling case that the two main knocks on electric vehicles (EVs)--their cost and range-- will diminish rapidly over time.  He writes

When commercial batteries attain specific energy levels on the order of 500 watt-hours/kg, and when pack-level costs level off around $50/kWh—within a decade—mass-market EVs will be capable of 700+ miles between charges and cost less to build than gas-powered equivalents. With that kind of energy onboard you could make cars fly—and houses and restaurants. Gas-electric technology will become as irrelevant as quadraphonic sound.

Sounds good, but what about the dealers?  A WSJ article notes

As auto executives and investors buzz about the coming of age of the electric car, many dealers say they are struggling to square that enthusiasm with the reality today on new-car sales lots, where last year battery-powered vehicles made up fewer than 2% of U.S. auto sales.  Most consumers who come to showrooms aren’t shopping for electric cars, and with gasoline prices relatively low, even hybrid models can be a tough sell, dealers and industry analysts say.

Tesla Inc.’s influence on the electric-car market has created a new standard for car shoppers, offering an online transaction and a simplified lineup with no price negotiation. Other electric-vehicle startups, like Rivian Automotive and Lucid Motors, say they’ll likewise sell directly to consumers and bypass traditional dealerships.  Some car companies are now following their lead, initially stocking dealership lots with few if any electric models and allowing customers to order more directly from the manufacturer.

Adding to the dealer uncertainty

Electric vehicles typically have fewer mechanical parts and don’t require the same type of service that gas engine cars need, such as oil changes. That work right now is a big profit center for dealerships.

Why do I care here at the Voice?  Auto Row has been a signature feature of Burlingame since, well, there have been dealerships.  My 1939 directory lists 27 Auto Agencies - New and Used including Nash, LaSalle, Packard, De Soto, Hudson and Terraplane dealers.  Autos and Transportation is our number one sales tax revenue source at $1.2M in 2Q19.  That dropped to $800K in 2Q20 as Covid took effect.  It's one thing to dedicate eight off-Broadway parking spaces to EVs that seldom show up for a charge.  It's another thing to see a major revenue source get whacked.  We have a Tesla showroom in town, but I'm not sure if they "make the sale" in B'game or on-line.  This is a very long term trend, but one that bears watching just like the hoped-for recovery in hotel occupancy and ToT. 

A Bombing in B'game: 1974

As a history nut I could not help but dig in a bit more after reading about the bombing on Ogden Dr. back in 1974.  It resurfaced in the Planning Commission staff report about 1868-1870 Ogden Dr. that is under consideration for yet more condos.  The building is less than 100 yards from the front of Mills High School.  Here's some history:

Due to the United Farm Workers of America's (Cesar Chavez' UFW) leading role in advancing labor rights for farm workers in the United States, the organization encountered the Western  Conference of Teamsters, the original owner and tenant of the subject building, repeatedly during the 1960s and 1970s.  The first of these historic contexts involved a major grape strike and boycott of Delano-area grape growers, which took place between 1965 and 1970. In September 1965, the AWOC struck against Delano-area wine and table grape growers in protest of years of low pay and poor working conditions. Weeks later, the fledging NFWA voted to join the strike in solidarity. Initially, the strike had little effect on growers, and starting in December 1965, NFWA began organizing a boycott of products from Delano-area growers.

The Di Giorgio Company, another major grower, recruited strike breakers and required them to sign cards consenting to be represented by the Teamsters Union, thus breaching a jurisdictional agreement between the Teamsters and NFWA (now the UWF). Progress continued to be made, though. In 1967 the Perelli Minetti Company and six other wineries also signed with the UFW.

There was on-going battles between various agricultural unions and efforts at the ballot box to gain advantages

In March 1977, Teamsters President Frank Fitzsimmons announced that the International Brotherhood was giving up its claims to field workers and that, with the exception of a contract with Bud Antle, it would not seek to renew any of its remaining contracts covering farm workers in California. This development, though unexpected, reflected the reality of the Teamsters’ mounting defeats at the ballot box in 1975 and 1976. The announcement marked the end of the bitter, wasteful struggle between the two unions. Chavez looked back at the period with regret, but looked to the future with great optimism. With a membership approaching forty thousand, the UFW in 1977 was unquestionably the dominant union in California agriculture.

Beyond simply serving as the headquarters of the UFW’s chief adversary in the late 1960s and most of the 1970s, research revealed that 1868-1870 Ogden Drive has the following direct associations with the UFW’s long-term struggle against the Western Conference of Teamsters: The building at 1868-1870 Ogden Drive served as a negotiation site between the UFW and the Teamsters. The building was again the scene of negotiations, this time with Teamster leadership, in August 1973.

But all was not settled and picketing and demonstrations on Ogden continued

The building at 1868-1870 Ogden Drive was bombed on April 18, 1974. At a few minutes after 6 a.m., an explosive device attached to a support column at the rear of the building exploded. The blast, which was powerful enough to be heard four miles away, shattered most of the building’s windows, blew a crater in the floor of the building’s parking area, ripped apart metal air ducts underneath the building, and caused other damage inside and outside the building. Dozens of windows in nearby buildings were also shattered. Only one of the building’s employees—a custodian—was present at the time of the blast, and no injuries were reported. Teamster officials refused to speculate as to who may have been responsible for the blast but indicated that the only conflict involving the Teamsters was with the UFW.

Mention of the Perelli Minetti Company caught my eye as I am familiar with the wine and some of the local story from our local expert.  Here is a bit more on Mario Perelli Minetti from Gerald Weisl:

He was quite a worldly gentleman, an attorney by trade, and sold and delivered his wines directly to our shop on Broadway himself.  We would see him out walking in Hillsborough- his house may have been on Jackling Drive.  He would always apologize for having had to raise the price of his wine by maybe 25 or 50 cents a bottle.  And he marveled at how some brand new producers would ask $50-$100.

Another time I mentioned I met an Italian winemaker whose daughter is name Miriam.  Mario's late wife was Miriam and I asked him if I could trouble him for a label so I could send it to that winemaker in Abruzzo, Italy.  "Hell no I won't give you a label!" he thundered.  "I'll bring you a bottle!"  He did and I sent it to Italy...and these days Miriam is helping her Mom run the family winery and they are a leading producer.  Mom tells me that bottle is on a pedestal, proudly displayed in the family home.  We are delighted to have the the current Napa Cabernet wine in the shop.  We keep a photo of "Uncle Mario" behind the counter...still old-time styled and priced.

Water Security: An Historical View

Just because I have not written on water issues lately doesn't mean I haven't stopped worrying about our water security.  The drumbeat for development has not diminished even as we hear of the Bay Area exodus continuing.  I have attended a couple of professional seminars on the topic recently and neither have given me any confidence that this long-running problem is being worked on.  How long running?  Here is an historical perspective from the Tahoe Weekly newspaper's local historian Mark McLaughlin:

In 1870s, Southern Pacific Railroad (SPRR) started taking rain (in 1871) and snowfall (in 1879) measurements at its train stations across the Central Sierra. A primary reason for the data collection was to help convince American farmers to buy acreage in the Central Valley that SPRR had acquired in land grants and was now selling. Farmers from the Midwest and East Coast were attracted by California’s long growing season, but skeptical that the 20 inches or less of annual precipitation in the valley was sufficient to nourish crops. The railroad used its weather data to illustrate that portions of the west slopes of the Sierra Range receive up to 80 inches of precipitation, with much of it falling as snow above 6,000 feet in elevation. The prodigious spring and summer snowmelt fed streams and rivers flowing into the valley, thus providing abundant irrigation water for crops and ranching.

The importance of snow runoff storage was apparent even 150 years ago.  In a piece in today's WSJ about the Bay Area exodus, it notes

Between 2005 and 2019 employment in the five counties that make of the bulk of the Bay Area grew by 29% adding 674,000 jobs, according to California's Employment Development Department.  Yet construction permits were issued for just 211,000 units, according to the U.S. Census Bureau.  Planners say the ratio of new jobs to new housing units should be around 1.5 to one.

So you see the problem.  "Just 211,000" units with many, many more in the pipeline and legislative threats to ramp up even further, but no new water storage in the SFPUC-run system.  What could go wrong?  Heckuva way to run a railroad.
