Resupplying or large-scale looting operation?

When a pedestrian or a kid on an e-bike gets hit in the crosswalk coming out from behind the truck, who gets arrested? The driver or the truck driver?

It's kind of a triangular lot, but you can definitely travel in a big circle, and that truck isn't all that long. I think this is just more "convenient" and nobody is ticketing them anyhow. I see the truck there at least once a week, 'same spot. Evidently Walgreens hasn't told them to unload in the back lot, just like everybody else; that lot is pretty empty in the early mornings.

Late parents and new teen drivers…
