There has to be a way to stop her... In fact, she has been in Burlingame at least 20 plus years. Shirley must qualify for a City of Burlingame Pension by now. I wonder how much "Society/San Mateo County" has spent attempting to help this poor women. What does anyone do in this case? Very sad.
