From Tuesday's Daily Post Police Blotter:
Friday 1:34 pm -- Employee reports that a man is sitting outside of a store telling people he is the King of England, Burlingame Ave.
Gee, I sure hope he was in front of the old Bit of England (now Sixto's)!
On a more serious note, I would love it if the B'game blotter listed people's names the way San Mateo and Redwood City do. I would imagine that has to do with the way BPD reports it rather than how the Post publishes it. It would be more informative.
What would you do with that information Joe?

It seems obvious to me, but OK:
1. The change in reporting would be to add cases where charges have been filed instead of just incidents being investigated. It strikes me that you have been a reader who likes to know that City employees are doing their jobs, so this would help with that desire.
2. If the public knows who is being charged, they might have additional information.
3. There used to be a thing called societal pressure--I'm hoping it is not dead in B'game.

I'm not sure about your quotes and there's no need to bring Nazis into this, but here is your answer:
