Just to follow up per the November '12 posts above, the BSD is now splitting Program Management (contract awarded to Dreiling Terrones) and Construction Management (hiring someone in-house).
The following excerpt is from the agenda for this week's board of trustees meeting:

Upon the passage of Measure D, the Board directed District staff to enter into an RFQ/RFP process to select a program management/construction management delivery model, using either outside consultants or in-house staff or a combination of both.

An RFQ/RFP was created and sent to seven consultants and four of the seven responded. Interviews were held on February 6th by a panel consisting of the Superintendent, Assistant Superintendent/CBO, and two Directors of Facilities from large school districts in the east bay. The panel selected DTA to perform Program Management for the program. The Board has expressed a desire to hire inhouse staff to oversee Measure D. Upon consultation with District legal counsel, BSD Staff is recommending to award only the PM portion of the RFP to DTA and subsequently hire a Director of Facilities to conduct the CM portion of Measure D. The "splitting" of the PM/CM delivery model will save the BSD bond program approximately $450,000 for the overall program.

Upon the action of the board, BSD Staff will prepare the contract with DTA for Board approval and begin the process to hire a Director of Facilities.

Fiscal Impact
Program Management - 3.5% of overall Measure D Program - $1,960,000
Construction Management - Director of Facilities - $150,000 x estimated 5 year program = $750,000
Estimated Total PM/CM Expenses - $2,710,000
