From the City's e-newsletter:

At the Safeway building, concrete foundation footings around the perimeter of the building are being poured over the next few days. If dry weather continues for a significant time over the next few weeks, it will be possible that the store's entire floor slab will be installed around the beginning of March. Next week portions of the concrete block wall facing El Camino Real are scheduled to start installation.
At Retail Building A (corner of Howard and Primrose), a main concrete structural block wall is rising and structural steel should be delivered to the site within about a week.
Underground site utility piping is continuing. Storm drain lines have been installed, and sewer line work is scheduled to begin shortly.
