What an odd comment. That's like saying, 'let's litter our town because there's some already there.'

I can post the link but I couldn't paste the story here.

Interesting link. This makes me think that the right hand doesn't know what the left is doing. Seems like lots of money is being wasted because of lack of the big picture. It's like when you see your street being ripped up for a new water line, but the storm drains in the same areas aren't updated (because the color of money is different!)
